Records Show Epstein-Linked Funding of Lutheran Institutions in the U.S. Virgin Islands
Records show failures in donor vetting for funds solicited for organizations serving children.
Court filings, internal emails, and foundation documents recently released by the US Department of Justice show that pedophile Jeffrey Epstein used entities he controlled to deliver financial support to Lutheran Social Services, adjacent agencies, and congregations in the U.S. Virgin Islands. The funding took place when Epstein was operating his sex trafficking network in the territory.
The records do not demonstrate criminal misconduct by the Lutheran institutions. However, they do show financial, operational, and reputational ties between Epstein-affiliated entities and organizations serving children and youth.
It is essential to note that the agencies and churches were engaging with Epstein after his 2008 Florida conviction, when he pleaded guilty to two state charges: solicitation of prostitution and procuring a person under 18 for prostitution. Epstein had been investigated for allegations that he sexually abused dozens of underage girls, some as young as 14, between 2001 and 2007.
The records released to date raise critical questions about donor screening and safeguarding practices during the period in question, especially for organizations serving children. Currently, publicly available materials do not indicate that Lutheran agencies conducted independent reviews of Epstein-linked donations prior to 2019.
To date, no comprehensive public accounting of those relationships has been issued by the institutions involved.
Foundation Records Confirm Funding to Lutheran Social Services
A 2012 article published on Epstein’s blog, and issued as a press release, states that the Jeffrey Epstein VI Foundation funded Lutheran Social Services of the Virgin Islands to support early childhood programs:
“The Foundation granted funding to Lutheran Social Services to support the Caribbean's first Head Start program in 2012.” Source: DOJ
The same document describes Lutheran Social Services as operating orphanages and programs for vulnerable populations:
“runs orphanages for children and provides support to the disabled and elderly”
A separate charitable-giving summary lists Lutheran Social Services of the Virgin Islands as a recipient in 2011:

Together, these records show that Epstein’s foundation maintained a multi-year financial relationship with the Lutheran agency.
Media Outreach Around Lutheran Programs
An internal email from 2012 shows Epstein’s staff coordinating favorable coverage of Lutheran projects:
“Attached is another article of mine on Lutheran Social Services… I am focusing my articles on projects in the USVI”. Source: DOJ
The message and pattern of evidence hints at how Epstein’s team was especially solicitous of Lutheran-affiliated initiatives in the territory.
Donations to a Lutheran Congregation
A 2008 fundraising letter from the Lutheran Church of the Reformation in St. Thomas requested support for youth participation in a national Lutheran gathering.
Handwritten notes on the document indicate a $1,200 contribution from an Epstein-linked entity:

The same letter describes the congregation’s youth programming:
“young people… planning to attend a church wide Lutheran Youth Gathering”
Epstein-related funds reached not only social-service agencies but also an active Lutheran parish engaged in youth ministry.
Use of Lutheran Church Facilities
An email sent to Epstein references a person who was providing unknown services to him, who tutored children at a church near the boat dock he used:
“She tutors in a space at the Nazareth Lutheran Church on St. John.” Source: DOJ
The email does not allege misconduct. It documents that Epstein-associated contacts were connected to individuals using church facilities for work involving minors.
Political Fundraising for a Lutheran-Run Orphanage
Text messages from December 2016 between Epstein-linked contacts and then–Governor Ken Mapp show fundraising for a Lutheran-operated orphanage:
“It’s the orphanage of the territory operated by Lutheran Social Services.” Source: DOJ
Later messages report:
“The total donation presented was $140,500.00.”
These exchanges show that Epstein and connected entities were repeatedly solicited to support Lutheran-affiliated child welfare institutions, despite Epstein’s criminal conviction and widely reported allegations of abuse.
None of the documents reviewed alleges that Lutheran Social Services, Lutheran congregations, or church officials knowingly participated in criminal activity related to Epstein.
The records establish financial relationships, shared facilities, and reputational connections, but do not document institutional complicity.
Context: Epstein’s Virgin Islands Network
Epstein’s trafficking operations were centered in the U.S. Virgin Islands, where he maintained private residences and extensive political and financial relationships.
Civil litigation and government investigations have documented how Epstein used charitable giving and political connections to establish legitimacy and influence.
Territorial authorities failed for years to enforce sex offender registration requirements following his 2008 conviction. His private island, Little St. James, was used to traffic and abuse underage girls while officials largely failed to intervene.
Lutheran institutions were among the organizations that received funding within this broader environment.

The records raise unresolved questions about donor screening and safeguarding practices, particularly for organizations serving children. Publicly available materials do not indicate that Lutheran agencies conducted independent reviews of Epstein-linked donations prior to 2019.
